Gloob is one of the Browns who seems to have survived the fall of the previous Overlord and the Minion Exodus. And he is one of the minions searching for a new Overlord, at which time he found the Fourth Overlord, along with several other minions. He is also present in the rest of the Overlord II as one of your brown minion fighters.
